Rhode Island Lawmakers Advance Key Bills, Honor Ruggerio at State House

STATE HOUSE — Lawmakers marked a week of tributes and policy moves at the General Assembly, ranging from honoring a late Senate leader to advancing bills on health care, education, public safety and climate.

Senate honors Ruggerio: The Senate chamber was formally dedicated to the late Senate President Dominick J. Ruggerio following passage of a resolution recognizing his legacy. A plaque naming the room in his honor was unveiled with his family in attendance.

Health care protections advance: The House approved legislation from Rep. Arthur Corvese that would prohibit insurers from denying medical claims solely because a third party caused the injury. The bill heads to the Senate.

Schools, courts coordination: Lawmakers passed a bill from Rep. Julie Casimiro requiring school districts to cooperate more closely with courts overseeing children in state care. A Senate companion is pending.

Emergency access to schools: New legislation from Sen. Todd Patalano and Rep. Joseph Solomon would require schools to create safety plans ensuring first responders can quickly access buildings during emergencies.

Constitutional protections proposal: Senate Majority Leader Frank Ciccone introduced measures aimed at holding federal officials accountable for constitutional violations in Rhode Island and clarifying the state’s role in immigration enforcement.

Climate and insurance: A group of House lawmakers proposed legislation linking fossil fuel companies to rising insurance costs, including measures to allow liability claims for climate-related damages and restrict insurer investments tied to climate impacts.

Shoreline access push: Lawmakers introduced multiple bills to strengthen public access to Rhode Island’s shoreline.

Clean energy standards: New legislation would require state and municipal buildings, along with major hospitals, to meet stricter clean energy benchmarks.

Assisted living billing reform: A House committee reviewed a proposal to bar assisted living facilities from charging families rent after a resident’s death.

Immigration priorities unveiled: The RIBLIA Caucus announced its 2026 legislative agenda focused on immigration policy at a State House press conference.
