STATE HOUSE - From election access and veteran ben STATE HOUSE - From election access and veteran benefits to water quality and mental health, Rhode Island lawmakers advanced a wide-ranging slate of measures this week at the General Assembly.

The House approved legislation sponsored by Rep. William O’Brien of North Providence that preserves the use of electronically transmitted ballots for voters who are disabled or serving in the military.

Lawmakers also revisited a troubling chapter of state history. Rep. Joseph Solomon Jr. of Warwick introduced a resolution to rescind Rhode Island’s 1861 ratification of a pro-slavery constitutional amendment. If adopted, Rhode Island would join other states that have formally reversed their support, leaving Kentucky as the lone remaining signatory.

Public safety and infrastructure were also in focus. House Speaker Pro Tempore Brian Patrick Kennedy introduced legislation to add telecommunications equipment to existing laws protecting utility infrastructure from vandalism and tampering.

Veterans’ benefits advanced with legislation from Senate President Valarie J. Lawson and Rep. Jenni A. Furtado that would expand eligibility for disabled veteran license plates and waive certain vehicle registration and licensing fees.

O’Brien also reintroduced a bill to repeal Rhode Island’s ban on social gaming, aiming to legalize informal activities like Super Bowl squares and March Madness pools when no outside party profits.

In enforcement news, Attorney General Peter Neronha announced a legal victory protecting independent pharmacies under a law enacted last year, following action against a pharmacy benefits manager for violations.

The week closed with international recognition for House Speaker K. Joseph Shekarchi, who received a 2025 Public Officials Award from the Water Environment Federation for his leadership on water quality and environmental protection.

NEWPORT, R.I. — Better find a driveway, a garage, NEWPORT, R.I. — Better find a driveway, a garage, or a city lot — because Newport is clearing the streets.

City officials issued a mandatory parking ban for Saturday, Feb. 7, running from 7 a.m. to 9 p.m., as winter storm conditions are expected to hit the Ocean State.

Residents are being urged to move vehicles off-street to help snowplows do their job — and to avoid getting towed. Free parking will be available during the ban at the Gateway Center, Mary Street, and Touro Street parking lots. City leaders are also encouraging residents to coordinate with neighbors to use private driveways where possible.

Officials say clearing cars from the roads isn’t just about snow removal — it also helps protect vehicles from damage and keeps plow operators safe as they work to keep streets passable.

🚨 Tow Zone Streets
Any vehicles parked on the following streets 30 minutes after the ban begins may be subject to towing:

Annandale Road; Bellevue Avenue (Kay Street to Bowery Street); Bedlow Avenue; Bliss Road; Broadway; Coggeshall Avenue; East Bowery Street; Farewell Street; Friendship Street; Gibbs Avenue; Gould Street; Kay Street; Powell Avenue; Spring Street; Summer Street; Thames Street; Third Street; Warner Street; Washington Street; Washington Square; West Marlboro Street; West Narragansett Avenue; William Street; and Van Zandt Avenue from J.T. Connell Memorial Road East to Malbone Road.

🧹 Shovel Up After the Storm
Once the snow stops, property owners will have five hours to clear sidewalks adjacent to their buildings. City officials reminded residents that Newport’s walkable layout means keeping sidewalks clear is a shared responsibility — especially for pedestrian safety.
