In Newport, parking is precious. Residents in New In Newport, parking is precious.

Residents in Newport’s neighborhoods rely heavily on street parking because many homes were built long before cars existed. And one of the few remaining perks for locals is free resident parking at Easton’s Beach and let’s not forget the three free hours of metered parking residents receive each day.

Now City Hall wants to overhaul the system.

Officials point to a dramatic statistic: more than 16,600 residential parking permits issued for roughly 3,800 spaces.

But the City’s own data tells a different story.

Of 14,646 addresses with permits:

• 71.8% have one permit
• 21.9% have two permits

That means nearly 94% of homes already have one or two permits.

Addresses exceeding the proposed three-permit cap represent less than 2% of the system.

Yet City Hall is proposing sweeping changes anyway — including annual permit applications and possible fees of $100 for additional parking stickers.

Currently, residential stickers are free, and the City mails them to qualifying residents each spring.

Under the new plan, residents would have to reapply every year and repeatedly prove residency, adding bureaucracy for thousands of households.

Even more troubling, the City cannot answer several basic questions.

Officials say they don’t track:

• how many permit homes have driveways
• how many residents rely entirely on street parking
• actual peak parking occupancy on residential streets

Without that data, it’s impossible to know how many residents truly depend on curb parking.

And the plan is being pushed forward by City Manager Colin Kennedy, whose tenure has increasingly been defined by dubious, ill-thought-out policy initiatives that critics say often create more complications than solutions.

Redesigning a citywide parking system without basic data doesn’t look like smart policy.

It looks like another experiment at residents’ expense by redesigning its entire residential parking system without fully understanding how residents actually park.

For many residents, that raises a troubling possibility:

This overhaul isn’t solving a crisis.

It’s creating one.

In the morning, plates were piled high with eggs as parishioners gathered after church. Some lingered into the afternoon to hear The Moonlight Ramblers, while others streamed in swapping blizzard tales — with a special thanks to essential workers like Karen Downes.

This year’s grand marshals, Mike and Tish (Curtis) Behan, sparkled as they accepted congratulations from one and all, including former grand marshals Harp Donnelly and brother Chris Behan.

Behan, you am? Behan, they are.

Selected to lead the 70th edition of the parade, the honor feels especially fitting. The Behans have long been dedicated to the community, supporting the Boys & Girls Clubs of Newport County, the MLK Center, St. Clare, St. Philomena’s, and the Newport Whalers.

Their own love story even began on Parade Day in 1981 at the Treadway Inn (IYKYK). The music played, the dancing started — and the rest, as they say, is history.

They were married in 1983 at St. Joseph’s Church and are proud parents of three: Mike (IV), Mary, and Garrett. Mike the Fourth and Garrett now run Behan Bros., the company their father founded as Behan and Booth in 1973. Mike and Tish hope Mary will someday join the fold.

The pair also take pride in tracing their Irish roots. Burns, Kellys, Sullivans, Sheas, Donnellys, and Donohoes fill out the family tree, with branches stretching back to Counties Kerry and Cork.

And, of course, there are the floats — a Behan and Booth tradition for more than 30 years. Themed, spirited, and loaded with smiling children no matter the weather, they’ve become parade favorites. These days, the Behan Bros. team leads construction, and we can’t wait to see what they unveil this year.

Newport’s 70th St. Patrick’s Day Parade steps off March 14 at 11 a.m. from City Hall — rain, snow, or shine — led by the Behans and filled with smiles. 🍀
