NEWPORT, R.I. — The principal of Rogers High Schoo NEWPORT, R.I. — The principal of Rogers High School has been placed on leave for the remainder of the school year following an independent investigation into a locker room assault involving a special-needs student.

The investigation, led by Col. Steven G. O’Donnell at the request of the Newport School Committee, examined the Oct. 17, 2025 incident inside the boys’ football locker room. The episode was recorded and later released publicly on Nov. 21, sparking community concern.

While the full report has not been released due to federal student privacy laws under FERPA, the executive summary outlines what it calls “serious systemic failures” at the school.

According to the report, warning signs existed before the video became public but were not escalated appropriately. Investigators cited breakdowns in supervision, inconsistent discipline, poor communication between teachers and administrators and fractured trust within the building.

The report describes a “very large cultural gap” between staff and administrators, saying misunderstandings about roles and responsibilities contributed to delayed responses and inconsistent accountability.

O’Donnell concluded that cultural issues at Rogers High developed over time and were often ignored or addressed through what he described as “the path of least resistance.”

The report includes 27 recommendations, including restructuring the high school’s administration, strengthening locker room supervision policies, improving real-time communication, revising disciplinary procedures, enhancing hazing and bullying prevention training and establishing active threat assessment and crisis response teams.

On Feb. 10, the Newport School Committee voted 7-0 to request a comprehensive review of district safety plans, crisis teams and discipline data, with findings expected later this month.

School Committee Chairman James Dring said student safety remains the district’s top priority and that officials will begin implementing recommendations as appropriate.

The investigation concluded the Oct. 17 incident exposed long-standing institutional weaknesses that must now be addressed.
