Rhode Island’s top legislative leaders have thro Rhode Island’s top legislative leaders have thrown their support behind an amended bill to create a statewide needs assessment council that would explore the best approach to implementing a bottle redemption and recycling program.

House Speaker K. Joseph Shekarchi and Senate President Valarie J. Lawson announced the move Monday, following months of work by a joint legislative commission.

“There is still a great deal of conflicting data” around best practices for bottle redemption and anti-littering efforts, the leaders said in a joint statement. “We believe it would be in the best interests of Rhode Islanders to conduct a needs assessment, as other states have done.”

The amended legislation directs the Department of Environmental Management (DEM) to work with an independent third-party consultant to evaluate the potential framework for a bottle bill. The process will include input from the Rhode Island Resource Recovery Corporation and other stakeholders, and culminate in a report with findings and recommendations no later than December 2026.

A bottle bill typically adds a refundable deposit on beverage containers, such as soda and water bottles, to encourage consumers to return them for recycling. Supporters say it reduces litter, boosts recycling rates, and keeps plastic out of landfills.

The proposal builds on original legislation (2025-H 6207A) introduced by Rep. Carol Hagan McEntee (D-South Kingstown, Narragansett) and Sen. Mark McKenney (D-Warwick), who co-chair the commission tasked with evaluating ways to reduce plastic bottle waste.

The House Environment and Natural Resources Committee is set to consider the amended bill Wednesday. A companion measure is expected to be posted soon in the Senate Environment and Agriculture Committee.

Located along the Sakonnet River, Standish has served as a trusted haven for boaters and a gathering spot for locals for more than 50 years. Known for its personalized service and tight-knit community feel, the yard has become a cherished part of Tiverton’s coastal culture.

Jennifer, a local Realtor, and Andrew, a marine contractor, bring deep local roots and industry experience to the role. Their transition signals both continuity and revitalization, with plans to maintain the yard’s welcoming spirit while introducing new ideas to keep Standish thriving for years to come.

As summer arrives, customers can expect the same reliable service and friendly faces—now with a new generation at the helm.
